Another defeated leader is identified as the king of "nations." This title does not mean he ruled over a specific, unified nation. Instead, he governed a distinct location where people from many different backgrounds and countries gathered and settled. Because of this diverse, assembled population, the area itself became known by that name [מצודת ציון].
