Overwhelmed by a prophetic vision, the prophet cries out in fear over the looming threat of his people's destruction [אבן עזרא]. He turns to God with a desperate plea to halt the disaster and lift the decree of death hanging over the nation [מצודת ציון, ביאור שטיינזלץ, אברבנאל]. At this critical moment, the nature of his prayer shifts. Because the sins of the people have piled up so high, there is no longer room to ask for complete forgiveness. Instead, his prayer becomes a basic cry for mercy, begging God simply to stop the punishment in order to prevent total ruin [מלבי״ם].

The core of the prophet's plea rests on the fragile state of the nation. He argues that the people are simply too small and weak to endure the coming blow. Commentators offer two ways to understand this vulnerability, depending on the nature of the threat. Some explain that the nation lacks the resources to support itself and would never survive the devastation of a severe famine [מצודת דוד]. Others view this weakness through a security lens, noting that the people have already been severely depleted. If another disaster strikes, there will be no one left with the strength to rise up and defend against their enemies [אברבנאל].

Moved by this plea, which centers entirely on the terrifying prospect of complete destruction, God relents and cancels the harsh decree [מלבי״ם, אברבנאל].
