וּבַשָּׁנָ֣ה הַשֵּׁנִ֗ית לְבוֹאָ֞ם אֶל־בֵּ֤ית הָֽאֱלֹהִים֙ לִיר֣וּשָׁלַ֔͏ִם בַּחֹ֖דֶשׁ הַשֵּׁנִ֑י הֵחֵ֡לּוּ זְרֻבָּבֶ֣ל בֶּן־שְׁ֠אַלְתִּיאֵ֠ל וְיֵשׁ֨וּעַ בֶּן־יֽוֹצָדָ֜ק וּשְׁאָ֥ר אֲחֵיהֶ֣ם ׀ הַכֹּהֲנִ֣ים וְהַלְוִיִּ֗ם וְכׇל־הַבָּאִים֙ מֵהַשְּׁבִ֣י יְרֽוּשָׁלַ֔͏ִם וַיַּעֲמִ֣ידוּ אֶת־הַלְוִיִּ֗ם מִבֶּ֨ן עֶשְׂרִ֤ים שָׁנָה֙ וָמַ֔עְלָה לְנַצֵּ֖חַ עַל־מְלֶ֥אכֶת בֵּית־יְהֹוָֽה׃

In the second year following the return of the Babylonian exiles, the practical work of rebuilding the House of God finally began. During the second month, the month of Iyar, Zerubbabel the governor and Jeshua the High Priest spearheaded this massive effort. They were joined by the Priests, the Levites, and the entire nation that had journeyed back from captivity to Jerusalem.

As construction got underway, the leaders appointed Levites who were twenty years of age and older to take charge of the project. Commentators offer different perspectives on the exact nature of this leadership role. One approach suggests that their primary duty was musical. In this view, the Levites were stationed to play instruments and sing before the builders as the foundation of the building was being laid [רש״י, מצודת דוד, מלבי״ם]. Acting as musical directors, their leadership was rooted deeply in the tradition of song [רש״י, רס״ג]. They guided the music by raising their voices in a vocal competition, trying to outdo one another with their melodies [מצודת ציון].

Conversely, another perspective views their role through the lens of administration and strength [אבן עזרא, ביאור שטיינזלץ]. Rather than singing, these Levites served as foremen over the craftsmen, tasked with managing the site, accelerating the pace, and maximizing productivity [רס״ג]. This supervisory role was also driven by pressing security and morale needs. The builders faced a constant fear of the surrounding nations who threatened to halt the construction. Therefore, the Levites were positioned on site to boost morale, strengthen the workers, and encourage them to persevere in building the House of God despite the looming dangers [רלב״ג].
