דברי הימים ב, פרק כ״ז, פסוק ד׳

King Jotham engaged in extensive building campaigns across the land to strengthen and firmly establish his rule [רלב ג]. In doing so, he followed in the footsteps of his father by constructing fortified cities and strongholds. However, a distinct shift in strategy marked his reign. While his father expanded construction outward into Ashdod and the land of the Philistines, Jotham focused his efforts entirely within the borders of Judah [מלבי ם].

As part of this internal development, Jotham established new cities throughout the Judean mountains. His projects also extended into thick forests and open fields [רלב ג]. Deep within these wooded areas, he erected grand palaces and massive fortresses, alongside tall towers specifically designed for defense and observation [ביאור שטיינזלץ].
