The primary approach among commentators is that God speaks to the prophet for a second time in order to deliver a clear and explicit message.

Earlier, God presented the prophet with an obscure parable. Now, a new prophecy begins, designed specifically to explain and decode that hidden meaning [מלבי״ם]. In the prior message, the prophet was instructed to turn toward the south in a purely symbolic gesture. This time, however, he is required to deliver a direct warning, revealing that the true target of the prophecy is actually Jerusalem [רש״י].
