Ezra 6:18Sefaria

וַהֲקִ֨ימוּ כָהֲנַיָּ֜א בִּפְלֻגָּתְה֗וֹן וְלֵוָיֵא֙ בְּמַחְלְקָ֣תְה֔וֹן עַל־עֲבִידַ֥ת אֱלָהָ֖א דִּ֣י בִירוּשְׁלֶ֑ם כִּכְתָ֖ב סְפַ֥ר מֹשֶֽׁה׃ {פ}

The dedication of the Temple in Jerusalem brought a renewed sense of order to the service of God. The roles of the Temple servants were reorganized exactly as commanded in the Torah, with the Priests and Levites taking up their designated posts. These servants were organized into distinct shifts and groups based on their family lines. The primary approach among commentators is that this structured division was necessary to manage the unique nature of the work assigned to each group. The Priests were stationed at the altar to offer the sacrifices, while the Levites were positioned on the platform to sing [מצודת דוד, רס״ג].

Beyond their different tasks, there was a fundamental difference in how these two groups were internally managed. The Priests were divided into twenty-four distinct shifts that operated on a daily and weekly rotation. Within these shifts, the specific daily duties of each Priest were chosen by drawing lots. In contrast, the internal organization of the Levites was much more precise and individualized. Instead of relying on a lottery system, the heads of the Levite families gave each man a permanent, personal assignment that he was strictly responsible for carrying out [מלבי״ם].
