דברי הימים ב, פרק י״ג, פסוק ד׳

As the armies of Judah and Israel prepare to clash, the King of Judah seizes the initiative. Rather than waiting for an attack, Abijah launches his military campaign directly into enemy territory, bringing the fight into Jeroboam's own district [רש״י]. The opening movement of this offensive begins with Abijah stepping forward to confront his enemies [ביאור שטיינזלץ].

Before the physical battle begins, the king seeks a strategic location to deliver a speech. He positions himself at a high observation point towering over Mount Zemaraim [מצודת דוד]. The very name of this location implies a great height, much like the tallest branch reaching the top of a tree, making it perfectly suited for his public address [מצודת ציון]. This towering vantage point is located in the mountainous region of Ephraim, further highlighting that Abijah has boldly marched right into Jeroboam's heartland [רש״י]. From this commanding and elevated position, he calls out to the rival king and his troops, demanding they hear his words.
