חֹרֶ֥יהָ וְאֵֽין־שָׁ֖ם מְלוּכָ֣ה יִקְרָ֑אוּ וְכׇל־שָׂרֶ֖יהָ יִ֥הְיוּ אָֽפֶס׃

A complete collapse of government and leadership leaves a reality where the highest social classes lose all meaning and political power. The nation's elites—the freemen, leading figures, and descendants of royalty—find themselves stripped of authority [שטיינזלץ, מלבי"ם, מצודת ציון]. The past greatness of these nobles was once so prominent that it is compared to the striking white of the eye [אבן עזרא].

In the wake of this ruin, the surviving elites face a shattered landscape. The primary approach among commentators is that although these nobles survive, the fear and devastation are so absolute that no one dares to claim any authority or declare themselves a ruler [רש"י, מצודת דוד]. They have lost all ability to rally the people under the banner of a kingdom [שטיינזלץ]. Conversely, some explain that these elites still desperately cling to the past honor of governance, praising a monarchy that no longer exists, making their calls entirely empty [שד"ל]. Another perspective suggests that the very nobles who once arrogantly boasted and called themselves kings simply fade into nothingness [רד"ק].

The ultimate disappearance of the state's leadership reveals a deep distinction between the nobles of royal blood and the appointed government officials. While nobles draw their status from their family lineage, allowing them to maintain a sense of self-importance even without a functioning state, officials depend entirely on having a nation to govern. Once the nation is gone, these officials lose the very essence of their identity [מלבי"ם]. Their fate is one of total absence and non-existence [רש"י, מצודת ציון, אבן עזרא]. Yet, this does not necessarily mean they are physically destroyed. Instead, they are reduced to nothing in the eyes of society, permanently stripped of their dignity and completely unable to ever rise up and rule over the people again [שד"ל, מצודת דוד].
