The elders of the community devise a solution to the distress of the tribe of Benjamin, operating under a veil of strict secrecy. When issuing their orders, the leaders act as one unified body [מנחת שי]. They deliberately avoid sharing the details of their strategy with the general public. They fear that if the secret spreads, word will reach the residents of Shiloh. If the people of Shiloh are alerted, they will take precautions and protect themselves, causing the entire plan to fail.

Therefore, the command is given quietly, and the exact method of operation is explained only to the men of Benjamin. They are instructed to go into the vineyards of Shiloh, where they must conceal themselves and wait in ambush [מצודת דוד].
