Following the return to the land, the rebuilding effort required a careful distribution of the people to ensure the region was properly settled. The settlement process in the land of Judah involved all segments of the nation, including Israelites, Priests, and Levites.

The primary approach among commentators is that the remaining population did not stay gathered in one central location. Instead, the rest of the nation spread out across the region. Every individual returned to establish a home on the specific plot of land that rightfully belonged to him. As a result, the people lived scattered throughout the surrounding cities, firmly rooted in their private properties across Judah.
