Establishing a well-ordered community requires a clear structure of authority, and the tribe of Benjamin organized their presence in Jerusalem with a highly defined chain of command. Their leadership was carefully ranked according to levels of importance and status. Following the primary head of the community, a clear hierarchy was put in place to ensure proper guidance for the residents.
Next in line within this leadership structure were Gabbai and Sallai. They served as secondary leaders, holding a position just below the main head in rank and importance. Under their direct guidance was a community of nine hundred and twenty-eight individuals. This specific count represented the total population of all the members of the tribe of Benjamin who lived in Jerusalem.
