וְהִכְרַתִּ֤י יוֹשֵׁב֙ מֵֽאַשְׁדּ֔וֹד וְתוֹמֵ֥ךְ שֵׁ֖בֶט מֵֽאַשְׁקְל֑וֹן וַהֲשִׁיב֨וֹתִי יָדִ֜י עַל־עֶקְר֗וֹן וְאָֽבְדוּ֙ שְׁאֵרִ֣ית פְּלִשְׁתִּ֔ים אָמַ֖ר אֲדֹנָ֥י יֱהֹוִֽה׃ {פ}

The absolute destruction of the Philistine cities and their leadership is decreed from heaven, serving as part of a broader wave of disaster sweeping through the region. The impending judgment targets the major Philistine centers of Ashdod, Ashkelon, and Ekron [רש"י, ביאור שטיינזלץ, אברבנאל]. Noticeably absent from this group is the city of Gath, as it was already under the control of the Kingdom of Judah at the time [מלבי"ם, אברבנאל]. Historically, King Uzziah was the one who broke the power of the Philistines, and his military campaigns likely represent the fulfillment of this divine decree [ביאור שטיינזלץ].

The punishment is tailored specifically to each location. In Ashdod, the disaster will strike the general population directly. In contrast, the judgment upon Ashkelon focuses on the complete collapse of its government, targeting those who hold the scepter of rule and authority [אבן עזרא, מלבי"ם, אברבנאל, ביאור שטיינזלץ].

Regarding Ekron, God declares that He will turn His hand against the city. The primary approach among commentators is that this signifies a repeated, relentless assault, where God strikes and then draws His hand back only to strike again [רש"י, מצודת דוד, ביאור שטיינזלץ]. History aligns with this pattern, as Ekron was indeed destroyed twice [מלבי"ם]. Alternatively, this action can be understood as part of a sequential wave of destruction. Once the other Philistine strongholds are ruined, God will shift His focus to Ekron to finalize the devastation of the land [רד"ק].

Ultimately, the Philistines will face total annihilation, leaving not a single survivor behind [מצודת דוד]. This focus on the final traces of the nation reflects a specific historical timeline. Because Amos prophesied after the prophet Joel, who had already foreseen the ruin of certain Philistine districts, the current warning is directed precisely at the remaining cities, marking them as the final remnant of the nation to be eliminated [אברבנאל].
