A prophecy of downfall and defeat is directed at the very centers of power within the nation of Edom. A consuming fire is destined to strike Teman, a name that represents a specific region, a city, or a prominent family within Edomite territory [ביאור שטיינזלץ, מלבי״ם], situated to the south of the land of Israel [מצודת דוד].
The impending disaster will also sweep through the grand palaces of Bozrah. This location is recognized as a major, heavily fortified city [ביאור שטיינזלץ, מצודת דוד], serving as the central metropolis of the Edomite kingdom [מלבי״ם]. Geographically and historically, Bozrah sits between Moab and Edom. While its roots lie in Moabite territory, the city eventually aligned itself with Edom, even supplying the nation with a ruler following the death of its first king [רש״י].
Beyond its physical location, Bozrah carries a deeper historical and spiritual weight. It is viewed as a symbol for the city of Rome, echoing similar prophetic warnings of destruction directed at Edom and Bozrah by the prophet Isaiah [מלבי״ם].
