וְהִנֵּ֡ה אֲמַרְיָ֣הוּ כֹהֵן֩ הָרֹ֨אשׁ עֲלֵיכֶ֜ם לְכֹ֣ל דְּבַר־יְהֹוָ֗ה וּזְבַדְיָ֨הוּ בֶן־יִשְׁמָעֵ֜אל הַנָּגִ֤יד לְבֵית־יְהוּדָה֙ לְכֹ֣ל דְּבַר־הַמֶּ֔לֶךְ וְשֹׁטְרִ֥ים הַלְוִיִּ֖ם לִפְנֵיכֶ֑ם חִזְק֣וּ וַעֲשׂ֔וּ וִיהִ֥י יְהֹוָ֖ה עִם־הַטּֽוֹב׃ {פ}

A well-functioning society requires a structured leadership and judicial system with a clear division of authority. To maintain order and justice, specific roles are established to separate religious matters from state affairs, alongside a dedicated enforcement mechanism to ensure that legal decisions are actually carried out.

At the head of the spiritual system is Amariah the chief priest, who serves as the High Priest [ביאור שטיינזלץ], though some identify him as Azariah [מצודת דוד]. He functions as the supreme authority for all matters concerning God. Any difficult religious case is brought directly to him, as he represents the word of God to the people [מצודת דוד, מלבי״ם, ביאור שטיינזלץ].

In contrast, civil and state affairs are managed by Zebadiah the son of Ishmael. Acting as a governor on behalf of the king [ביאור שטיינזלץ], he is the primary address for all matters relating to the monarchy. Any issue involving royal laws or the king's affairs falls under his direct jurisdiction [מצודת דוד, מלבי״ם].

To guarantee that the verdicts issued by the judges are properly executed, Levites are appointed as law enforcement officers. Their selection for this role is highly practical; because the permanent Temple stands in Jerusalem, the Levites are no longer required to carry the sanctuary from place to place, leaving them relatively available for public service [ביאור שטיינזלץ]. The primary duty of these officers is to direct the people and compel them to obey the rulings of the judges [מצודת דוד, מצודת ציון]. They remain present and ready at all times to act on the judges' instructions and enforce the law [מצודת דוד].

The establishment of this judicial framework concludes with a final blessing and promise. The primary approach among commentators is that this serves as an assurance that God will help and remain closely connected with anyone who does what is good and right in His eyes.
