For a long period, the Temple suffered from severe neglect. Throughout the reigns of Athaliah, Ahaziah, and possibly even Jehoram, the holy site was left without proper care or attention. Eventually, the urgent need for its restoration became clear [ביאור שטיינזלץ]. Once Joash reached adulthood, he made a firm decision to take action and restore the Temple [ביאור שטיינזלץ]. His vision was to completely repair and rebuild the structure [מצודת דוד].

This ambitious project stood in stark contrast to standard maintenance efforts. Rather than simply assigning the priests to handle routine fixes using ordinary freewill offerings, Joash launched a broad and comprehensive initiative. His ultimate goal was to return the House of God to the original beauty it possessed when it was first constructed. Because the scope of this restoration was so vast, standard donations were simply not enough to achieve this goal [מלבי״ם].
