After God accepts the people's request for a monarchy, Samuel formally agrees to their demand and promises to take the necessary steps to appoint a king [מצודת דוד, ביאור שטיינזלץ]. Despite this clear commitment, he immediately instructs the crowd to disperse and return to their respective homes for the time being.

This dismissal happens because the actual identity of the future king remains completely unknown. The selection of the monarch is not a public or political process; rather, the choice must be made by God Himself [מלבי״ם]. Since Samuel does not yet know who is designated for the role, he must wait for God's word to identify the worthy individual. Only after the chosen candidate is finally revealed will Samuel summon the nation back together to conduct the official coronation ceremony [מלבי״ם, ביאור שטיינזלץ].
