וַיִּשְׁמַ֣ע שְׁמוּאֵ֔ל אֵ֖ת כׇּל־דִּבְרֵ֣י הָעָ֑ם וַֽיְדַבְּרֵ֖ם בְּאׇזְנֵ֥י יְהֹוָֽה׃ {פ}

The people stand firm in their demand for a king, fully understanding and accepting the consequences involved. In response, Samuel acts as a faithful messenger. Having already delivered God's warnings to the nation, he now brings their final decision back to God [ביאור שטיינזלץ]. He carefully organizes their words within his prayer, asking God how he should reply to them [רד״ק, אברבנאל].

This communication is not merely a dry report. Instead, Samuel uses it as an opportunity to defend the people. He realizes that their request is actually fair. They are asking for a king who will judge them according to the laws of the Torah and fight their battles using natural military tactics. Because Samuel's own leadership relied on miracles rather than traditional military strength, he no longer views their demand as a personal insult. Consequently, he presents their case to God in a positive light [מלבי״ם].

The very act of bringing this matter before God shows that the nation has entrusted Samuel with the authority to appoint their new leader. Samuel turns to God so that He may choose the right person for the role. His intention is that once God makes His decision, he will gather the people together again and crown the king exactly as they requested [אברבנאל].
