הֵ֛ן עֵ֥ד לְאוּמִּ֖ים נְתַתִּ֑יו נָגִ֥יד וּמְצַוֵּ֖ה לְאֻמִּֽים׃

A universal vision is presented in which a chosen leader achieves global influence. Rather than settling for local rule, this figure serves as a moral compass and supreme authority for all nations. The primary approach among commentators is that this promise refers to the Messiah, a king from the house of David who will arise in the end of days [אבן עזרא, שד״ל, מצודת דוד, מלבי״ם]. However, others broaden this perspective, suggesting that David and his dynasty actually represent the entire nation of Israel [ביאור שטיינזלץ]. Another unique view proposes that the focus is on King David himself, positioned as a historical model who proves the power of repentance [אהבת יהונתן].

This leader's primary responsibility carries a dual meaning. On one hand, he acts as a figure of warning and rebuke. In this capacity, he acts as an absolute commander, instructing the nations on how to conduct themselves. Furthermore, this sweeping authority is not limited to the internal affairs of individual countries; it extends to issuing commands that regulate and resolve the relationships between different nations [מלבי״ם].
