וְהָיָ֗ה מֵרֹ֛ב עֲשׂ֥וֹת חָלָ֖ב יֹאכַ֣ל חֶמְאָ֑ה כִּֽי־חֶמְאָ֤ה וּדְבַשׁ֙ יֹאכֵ֔ל כׇּל־הַנּוֹתָ֖ר בְּקֶ֥רֶב הָאָֽרֶץ׃ {ס}

Following a period of severe destruction and desolation, a profound comfort emerges for the survivors in the land, marked by unparalleled agricultural wealth. God will provide a unique blessing where minimal resources yield an enormous harvest [אבן עזרא].

This prosperity is highlighted by extraordinary dairy production. There will be so much milk that people will have the luxury of eating butter, the finest fat extracted from the milk [רש״י, ביאור שטיינזלץ]. Producing butter requires vast quantities of milk, as the rich fat is gathered and the remaining liquid is simply discarded. Because of the sheer volume of this blessing, people will not even care to save the regular milk, sustaining themselves purely on the rich butter instead [רד״ק, מצודת דוד].

There is also a practical necessity for making so much butter. Fresh milk spoils quickly, and with such overwhelming quantities, the people will have to churn it just to preserve it. Furthermore, selling the extra milk will be impossible. The wealth will be so widespread that everyone will have their own endless supply of butter and honey, leaving no buyers in the market [מלבי״ם].

This promise of plenty is specifically meant for the righteous individuals who survived the sword of Sennacherib and stayed in the land after the majority of the nation was exiled during the time of Hezekiah [רש״י, רד״ק]. For these remaining refugees, the sudden wealth offers incredible relief and nourishment after enduring harsh times, especially since the massive resources will be shared among a relatively small population [רש״י, ביאור שטיינזלץ]. Alongside the butter, these survivors will enjoy immense amounts of honey, fulfilling the ancient promise of a land flowing with milk and honey [רד״ק].
