כֹּ֥ה אָמַ֖ר אֲדֹנָ֣י יֱהֹוִ֑ה לֹ֥א תָק֖וּם וְלֹ֥א תִֽהְיֶֽה׃

A divine promise acts as an absolute shield, completely dismantling the threats and schemes of approaching enemies. The primary approach among commentators is that God's assurance of failure is directed squarely at the enemy's plot to conquer Judah. Although the specific subject of this failure is implied rather than explicitly stated, it clearly points back to the very architects of the invasion [אבן עזרא]. Because of this divine guarantee, there is absolutely no reason to fear the impending attack; the enemy's grand strategy is nothing more than a false illusion [ביאור שטיינזלץ]. This understanding, which links God's promise directly to the enemy's current plot, is the accepted view among traditional scholars, rejecting the idea that the failure refers to the future collapse of the enemy nations themselves [שד״ל].

To drive this point home, the promise employs a repeated assurance of failure. There are two ways to understand this repetition. One approach views it as a stylistic choice meant to strongly emphasize the complete cancellation of the enemy's scheme [מצודת דוד]. Another perspective, however, sees a distinct meaning in each phase of the promise, mapping out a total dismantling of the threat. In this view, one expression refers to the actual creation and beginning of an event, while the other refers to its continued existence and final completion. Thus, God promises not only that the enemy's plan will fail to reach its intended conclusion, but that it will never even begin. The plot will not be set into motion, and the battle will not take place at all [מלבי״ם].
