ט֣וֹב יְהֹוָ֔ה לְמָע֖וֹז בְּי֣וֹם צָרָ֑ה וְיֹדֵ֖עַ חֹ֥סֵי בֽוֹ׃

Following scenes of storms, destruction, and intense anger directed at the wicked, a sudden shift reveals an opposite reality of rescue and comfort. The primary approach among commentators is that God actively protects His believers specifically during moments of harsh judgment and ruin. In times of trouble, God serves as a powerful stronghold and a secure shelter, much like a strong tower [מצודת ציון, אבן עזרא].

When God brings disaster upon His enemies, He simultaneously acts as a safe haven for those who revere Him. This creates a sharp contrast between God and a human ruler. A mortal king, when consumed by anger and the demands of war, is simply unavailable to show kindness to others. God, however, never withdraws His mercy from the righteous, even in the very midst of His wrath [רש״י, מצודת דוד, חומת אנך]. Historically, this dynamic points to the downfall of the Assyrian empire, a time when God would protect the exiled Israelites and save them from the enemy's sword [רד״ק]. On a broader scale, when the physical world crumbles and people have nothing left to lean on, God Himself becomes the only stable foundation and the ultimate support on which one can stand [מלבי״ם].

Furthermore, God recognizes and intimately knows those who place their complete trust in Him [מצודת ציון]. This knowledge is not merely a superficial awareness. Instead, it is a deep expression of love, affection, and personal providence aimed at saving those who rely on Him [רד״ק, שטיינזלץ, חומת אנך], as well as a precise understanding of their exact needs [רש״י]. Commentators highlight two unique aspects of this divine knowledge. First, unlike human beings, only God can see the hidden secrets of the heart and truly identify who trusts Him with absolute sincerity [אבן עזרא]. Second, a natural, physical shelter like a fortress or a cave has no awareness of the people hiding inside it. God, by contrast, is a living, overseeing refuge who personally knows those taking shelter within Him and provides them with active, conscious protection [מלבי״ם].
