כִּ֣י אֶל־הַ֠לְּשָׁכ֠וֹת יָבִ֨יאוּ בְנֵי־יִשְׂרָאֵ֜ל וּבְנֵ֣י הַלֵּוִ֗י אֶת־תְּרוּמַ֣ת הַדָּגָן֮ הַתִּיר֣וֹשׁ וְהַיִּצְהָר֒ וְשָׁם֙ כְּלֵ֣י הַמִּקְדָּ֔שׁ וְהַכֹּהֲנִים֙ הַמְשָׁ֣רְתִ֔ים וְהַשּׁוֹעֲרִ֖ים וְהַמְשֹׁרְרִ֑ים וְלֹ֥א נַעֲזֹ֖ב אֶת־בֵּ֥ית אֱלֹהֵֽינוּ׃

Maintaining the continuous operation of the Temple requires a reliable system to support the individuals who dedicate their lives to its service. To achieve this, the Israelites and the Levites are instructed to bring their offerings of grain, wine, and oil directly into the Temple chambers. These contributions consist of both the direct gifts given by the Israelites to the priests, as well as the secondary tithes that the Levites set aside from the portions they themselves receive [ביאור שטיינזלץ].

Delivering these supplies to the chambers serves a specific logistical purpose. These rooms house the sacred Temple vessels, and the priests sit there to guard them. Because the priests are stationed in these rooms, the offerings must be brought directly to their posts [מצודת דוד].

There is a highly practical reason behind this arrangement. If the priests were forced to travel throughout the land to collect the food owed to them, they would have to abandon their duties to chase their livelihood. Consequently, the Temple would be left unguarded. To prevent this, the decree ensures that the offerings are brought straight to the priests, guaranteeing their constant presence in the Temple [מצודת דוד]. Ultimately, the public declaration to uphold this practice represents a firm commitment by the people to never neglect the House of God [ביאור שטיינזלץ].
