Moses carries out his instructions faithfully, taking the collected staffs and bringing them into the Tabernacle. He leaves them there to await a clear decision from God, seeking a final, divine resolution to end the ongoing dispute [רש ר הירש].

In completing this task, Moses acts with strict precision. Rather than simply leaving the staffs anywhere within the tent, he makes sure to position them directly in front of the Ark of the Testimony. This careful placement reflects his dedication to fulfilling the command exactly as God directed him [העמק דבר].
