וַיַּ֖עַשׂ מֹשֶׁ֑ה כַּאֲשֶׁ֨ר צִוָּ֧ה יְהֹוָ֛ה אֹת֖וֹ כֵּ֥ן עָשָֽׂה׃ {פ}

The return of Aaron's staff to the Tabernacle finalizes the dispute over the priesthood and permanently establishes the status of the Tribe of Levi. Although placing a staff is a brief and simple task, the account places a deliberate emphasis on how it was done to reveal Moses’s true motives. He did not act out of concern for his own reputation, nor was his goal merely to silence the complaints of the people. Rather, he acted exclusively because God commanded Him [העמק דבר, ברכת אשר על התורה].

Moses hurried to fulfill this command immediately, without any delay [אור החיים]. Furthermore, he took it upon himself to place the staff personally. He did not delegate the task to Aaron, as he had done in other situations, such as the keeping of the jar of manna [העמק דבר].

The narrative highlights his obedience by noting twice that he carried out the task. Some explain that the initial mention of his action highlights the swiftness of his response, while the concluding note confirms that he returned the staff to its precise location [אור החיים]. Others see a deeper symbolic meaning in this dual emphasis. The first mention describes the physical placement of the staff in front of the Ark of the Covenant. The second implies that Moses embodied the very ideal the staff represented. Just as the staff was placed to remain constantly before the Ark, Moses dedicated his entire life to standing continuously before God, who dwells there [מלבי״ם].

From that moment onward, the staff was kept securely beside the Ark of the Covenant. Its permanent presence, coupled with the constant warnings against unauthorized individuals coming too close to the sacred space, instilled a deep sense of awe and fear among the people [ביאור שטיינזלץ].
