וַיְדַבֵּ֥ר יְהֹוָ֖ה אֶל־מֹשֶׁ֥ה לֵּאמֹֽר׃

Following the severe backlash from the Israelites over recent events, God initiates a decisive action to firmly establish the status of the priesthood. Earlier signs, such as the flattened metal plates made from the fire pans of the rebels, had failed to quiet the unrest. Instead, the people continued to complain, accusing Moses and Aaron of causing the deaths of God's people. In response, God decides to provide a new, undeniable proof—the miracle of the blossoming staff—to silence the complaints once and for all and to prove His choice of the priests beyond any doubt [רשב״ם, אלשיך].

Although the tribe of Levi consisted of three main ancestral houses, only a single staff was taken to represent the entire tribe, and Aaron's name was inscribed upon it. To eliminate any possible skepticism regarding the miracle, Aaron's staff was deliberately placed in the center, completely surrounded by the staffs of the other tribes. This careful arrangement ensured that no one could later argue that Aaron's staff blossomed simply because it had a better location, received more air, or was placed closer to the Ark of the Covenant [אלשיך].
