Following the appearance of God's glory within the cloud, Moses and Aaron step toward the Tabernacle to receive His divine message [אבן עזרא, ביאור יש״ר, שטיינזלץ]. They initially position themselves at the front of the Tent of Meeting, remaining on the outside rather than stepping directly inside.
This specific placement is necessary because of Aaron. He is strictly forbidden from entering the inner sanctuary whenever he wishes, requiring him to remain outdoors. Moses, on the other hand, is not bound by this restriction. After standing at the entrance with Aaron, Moses proceeds into the tent alone, and it is there that God speaks directly to him [העמק דבר].
