יְהִי־שָׁל֥וֹם בְּחֵילֵ֑ךְ שַׁ֝לְוָ֗ה בְּאַרְמְנוֹתָֽיִךְ׃

A city's ultimate security relies on a delicate balance between the strength of its outer defenses and the quiet tranquility experienced within its homes. True safety requires both the absence of external threats and a deep sense of internal calm.

The primary approach among commentators is that the initial layer of protection refers to the city's physical defense system. Many describe this as a lower, outer wall that surrounds the main, towering city wall ([ביאור שטיינזלץ], [מלבי״ם], [מצודת ציון], [מאירי]). Others suggest it represents the open area immediately outside the fortifications ([אבן עזרא]), while [רד״ק] views it as a protective trench encircling the city.

Beyond these outer barriers lies the heart of the city, defined by its magnificent homes, palaces, and fortresses ([רד״ק], [אבן עזרא], [ביאור שטיינזלץ], [מצודת ציון], [מאירי]). [מלבי״ם] draws a clear distinction between the two types of security requested. The first is a physical peace, defined by the absence of outside enemies. The second is a deep internal tranquility experienced inside the home. The hope is that enemies will never lay siege from the outside or destroy the structures within, allowing the Israelites to return safely and never experience war again ([רד״ק], [מצודת דוד]).

Beyond physical security, this vision of safety carries profound social and spiritual meaning. [מלבי״ם] explains that external peace is truly achieved when the tribes living around Jerusalem unite together, free from arguments and division. It is this very unity that brings true calm into the inner palaces. Adding a spiritual dimension, [אלשיך] notes that when the name of God, which is Peace, rests upon the city walls and acts as a protective wall of fire, the Israelites living within will experience genuine tranquility.
