A city's ultimate security relies on a delicate balance between the strength of its outer defenses and the quiet tranquility experienced within its homes. True safety requires both the absence of external threats and a deep sense of internal calm.

Others suggest it represents the open area immediately outside the fortifications ([אבן עזרא]), while [רד״ק] views it as a protective trench encircling the city.

[מלבי״ם] draws a clear distinction between the two types of security requested. The first is a physical peace, defined by the absence of outside enemies.
