The universal recognition of God's absolute authority is the ultimate goal of human history. Eventually, every nation will come to understand where true power lies. The primary approach among commentators is that this points toward a future era when all people will acknowledge that sovereignty belongs exclusively to God [רש״י, רד״ק, אבן עזרא, מצודת דוד, ביאור שטיינזלץ]. This future reality is destined to bring an end to the conflict and confusion that currently plague the world. In their place, an absolute unity will take hold, a time when God is one and His name is one [מאירי].

The nature of this divine authority is understood by examining the fundamental difference between kingship and ruling. A king typically leads through the willing consent of the people, whereas a ruler enforces his authority with a strong hand [מלבי״ם]. The integration of these two ideas reveals that when true sovereignty is restored to God rather than mortal leaders, His authority over the nations will not only be universally accepted but will also be established through their complete submission to Him [אלשיך].
