The focus of the prophecy shifts toward the mighty empires that brought suffering to the people of Israel and devastated their land during the First Temple period [אברבנאל, מלבי״ם]. At the time this vision was given, Assyria was still widely regarded as a great and glorious power [ביאור שטיינזלץ]. Yet, a decree of absolute destruction was sealed against it. God is depicted as stretching out His striking hand toward the northern nations.

There are different understandings regarding exactly which northern power is the primary target of this gesture. One view identifies this northern entity simply as the kingdom of Assyria itself [רש״י], a location supported by geographical calculations relative to Jerusalem [אבן עזרא]. However, another perspective suggests that the northern reference actually points to Babylon and the Chaldeans, situated to the northeast of the land of Israel [רד״ק, מצודת דוד, אברבנאל]. According to this approach, Babylon and Assyria are linked in the prophecy because of their shared cruelty toward the Israelites. While Babylon was responsible for destroying Judah, Jerusalem, and the Temple, Assyria was the empire that exiled the Ten Tribes [רד״ק, אברבנאל].

As a consequence for their actions, God will completely dismantle the Assyrian empire. The punishment will be heavily concentrated on Nineveh, universally recognized as the capital and heart of the Assyrian kingdom. Historically, this devastating blow was delivered during the first year of the reign of Nebuchadnezzar, king of Babylon, who conquered and ruined the city [מלבי״ם]. The resulting destruction will be so absolute that Nineveh will be reduced to a completely dry and barren wilderness [מצודת ציון]. What was once a massive, bustling capital will become an empty wasteland, entirely unfit for human habitation [אברבנאל].
