ה֗וֹי יֹ֥שְׁבֵ֛י חֶ֥בֶל הַיָּ֖ם גּ֣וֹי כְּרֵתִ֑ים דְּבַר־יְהֹוָ֣ה עֲלֵיכֶ֗ם כְּנַ֙עַן֙ אֶ֣רֶץ פְּלִשְׁתִּ֔ים וְהַאֲבַדְתִּ֖יךְ מֵאֵ֥ין יוֹשֵֽׁב׃

A sharp warning of divine wrath is directed at neighboring nations, specifically focusing on the Philistines. When Judah faced its downfall, the Philistines responded with cruel insults and mockery. However, a stark contrast is drawn between the two nations: while the people of Israel are destined to return to their homeland, the Philistines will suffer a complete and permanent destruction at the hands of the Babylonians, a fate from which they will never rise again [אברבנאל].

The prophecy targets the coastal plain along the western border of the land of Israel [רש״י, שטיינזלץ]. This was a region historically measured out and settled by the Philistines [רש״י, אבן עזרא, מצודת ציון], a foreign people who originally migrated from across the sea to establish themselves there [שטיינזלץ]. Yet, the language used to describe their territory carries a darker, hidden message. The concept of a measured district also hints at the bitter pangs of suffering that are about to grip them [אברבנאל]. Furthermore, their specific national name, the Cherethites, is not just a geographic identifier [רש״י, רד״ק, מצודת דוד]. The primary approach among commentators is that it serves as a prophetic play on words, signaling that this nation is condemned to be entirely cut off and erased from the world [מלבי״ם, אברבנאל, רש״י, רד״ק].

The harsh decree from God does not appear in a vacuum. It serves as the final seal on earlier warnings delivered by previous prophets like Joel, Amos, and Isaiah. Now, the message is finalized, pointing directly toward their ultimate punishment [מלבי״ם, מצודת דוד]. They are addressed as inhabitants of Canaan, which highlights that their territory is biblically recognized as part of the broader Canaanite land [אבן עזרא, רד״ק, מצודת דוד]. This specific address distinguishes the Philistines who settled in Canaan from other factions of their people who migrated to Egypt [שטיינזלץ]. More importantly, identifying their home as Canaan delivers a quiet warning: just as the original Canaanite tribes were uprooted from their land, the Philistines too will be entirely swept away [אברבנאל].

The judgment concludes with a promise of absolute ruin. The resulting devastation will be so thorough that the land will be left entirely desolate, stripped bare until not a single person remains to live there [מצודת דוד].
