The impending destruction of Moab promises a complete collapse of its leadership, leaving no level of government untouched. The primary approach among commentators is that the targeted leader is not an ordinary judge, but rather the head of the nation, the king of Moab himself.

God decrees that this ruling power will be uprooted directly from its center. This signifies that the destruction will strike from within the heart of Kerioth, which served as the royal capital city of the Moabite kingdom [רד״ק].

Furthermore, God declares that the nation's ministers will perish alongside their leader. The very fact that these high-ranking officials will die next to him serves as clear proof that this central figure is indeed the king. The royal ministers are the ones who constantly accompany the monarch, and therefore, they will ultimately fall with him [אבן עזרא].
