Exodus 9:26Sefaria

Amidst the devastation that struck the Egyptian empire, a single district remained an island of peace and safety. This separation was not a normal natural event. Because Moses stretched his hand toward the sky to bring down the plague, the shared climate of Egypt and the land of Goshen should have naturally caused hail to fall in both places. The preservation of this specific region was a targeted miracle, occurring solely because the Israelites lived there [רמב״ן, הטור הארוך].

The hail bypassed this area completely. Since Egyptians also lived in Goshen alongside the Israelites, these locals and their animals were spared due to their neighbors, which explains how the Egyptians still possessed livestock after the plague [ברכת אשר על התורה]. Conversely, in other districts where Israelites lived mixed among the general population, the hail did fall. Yet, the Israelites in those areas remained unharmed because they acted as people who fear the word of God [ביאור יש״ר].

While the physical hail did not strike the Israelite district, the terrifying sounds of thunder still echoed there. Hearing the thunder served a spiritual purpose. It is meant to awaken a person and correct moral flaws, an internal awakening that the Israelites themselves needed at that time [העמק דבר].

The protection of this region carries deeper symbolic meaning. Shielding the Israelites during this plague, much like in the earlier plague of wild animals, mirrors their distinct status as strangers in the land of Egypt [רש״ר הירש]. Additionally, there is a structural parallel to the Sabbath. Throughout the event, the land of Egypt is mentioned six times in the context of ruin and destruction. The seventh mention shifts entirely to the quiet and secure land of Goshen, functioning much like the seventh day of rest that provides a safe haven after six days of hard labor [קאסוטו].
