Prophets often speak in vivid imagery, but eventually, the symbols must give way to harsh historical realities. The prophet is instructed to unlock a previously delivered riddle, translating its rich metaphors into the actual events unfolding for the Israelites. He speaks directly to a nation characterized by its rebellion and constant refusal to listen to God [מצודת דוד, ביאור שטיינזלץ]. By challenging them to understand the hidden meanings of the riddle, he pushes the people to confront their own situation before explicitly laying out the answers [רש"י, מצודת דוד, ביאור שטיינזלץ].

There is a direct and complete parallel between the earlier imagery and the political reality. The great eagle of the vision is none other than Nebuchadnezzar, the king of Babylon, and his arrival in Lebanon represents his march on Jerusalem. When the eagle takes the top of the cedar tree and plucks its highest branches, it symbolizes the Babylonian king capturing the Israelite king and his leading princes.

While it is clear that a monarch is taken away, there are different views on exactly which historical king is being referenced. One perspective identifies the captured leader as Jehoiakim [רש"י]. A contrasting view argues that it is Jehoiachin, the young king who was carried off into exile along with his royal court [מצודת דוד, ביאור שטיינזלץ]. Ultimately, the imagery of these branches being carried off to a land of traders and a city of merchants directly corresponds to the historical exile of the nation's leaders to Babylon [מלבי"ם, רש"י, ביאור שטיינזלץ].
