וַיִּמְרׇד־בּ֗וֹ לִשְׁלֹ֤חַ מַלְאָכָיו֙ מִצְרַ֔יִם לָתֶת־ל֥וֹ סוּסִ֖ים וְעַם־רָ֑ב הֲיִצְלָ֤ח הֲיִמָּלֵט֙ הָעֹשֵׂ֣ה אֵ֔לֶּה וְהֵפֵ֥ר בְּרִ֖ית וְנִמְלָֽט׃

Political rebellion and the betrayal of a sworn pact sit at the heart of the resolution to the parable of the eagles and the vine. King Zedekiah's uprising against Babylonian rule [מצודת דוד, ביאור שטיינזלץ] brings the story to life, mirroring the imagery of a vine actively sprouting new branches [מלבי״ם]. By sending messengers to Egypt to secure military assistance and build a massive army, Zedekiah introduces the figure of the second great eagle into the narrative. This desperate reach for Egyptian support to fight Babylon is exactly like the vine stretching its roots toward a fresh water source, attempting to secure and strengthen the royal power that Nebuchadnezzar had originally given him [מלבי״ם, מצודת דוד].

The primary approach among commentators is that the questions raised about whether such a rebellion will succeed or if the king can escape are entirely rhetorical [רד״ק]. They emphasize the utter impossibility of Zedekiah saving himself from Nebuchadnezzar simply by placing his trust in the Egyptian king [מצודת דוד].

The inevitable failure of this uprising unfolds on two distinct levels. First, Nebuchadnezzar will wage war and conquer the kingdom, an outcome represented in the parable by the violent uprooting of the vine. Second, even if a direct military conflict with Babylon were somehow avoided, Zedekiah would still face severe consequences. God will punish him simply for the act of breaking a sworn covenant, ensuring he does not escape, just as the plant in the parable is destined to wither and dry up completely [מלבי״ם]. Ultimately, a leader who breaks his promises and betrays the loyalty owed to the one who placed him in power does not deserve to survive or live in peace [מצודת דוד, ביאור שטיינזלץ].
