וַאֲחֻזַּ֨ת הָעִ֜יר תִּתְּנ֗וּ חֲמֵ֤שֶׁת אֲלָפִים֙ רֹ֔חַב וְאֹ֗רֶךְ חֲמִשָּׁ֤ה וְעֶשְׂרִים֙ אֶ֔לֶף לְעֻמַּ֖ת תְּרוּמַ֣ת הַקֹּ֑דֶשׁ לְכׇל־בֵּ֥ית יִשְׂרָאֵ֖ל יִהְיֶֽה׃

The division of the sacred land reaches its completion with the allocation of a third and final strip of property. This specific section is dedicated to the needs of the city and the general public, serving as the final piece that forms a precise geometric square. Located to the south of the Levites' inheritance [רש״י, מלבי״ם], this new strip measures five thousand cubits in width and twenty-five thousand in length. When combined with the ten thousand cubits given to the priests and the ten thousand given to the Levites, the total area creates a perfect square measuring twenty-five thousand by twenty-five thousand cubits [רש״י, רד״ק]. This city property runs parallel to and borders the holy estates of the priests and Levites, matching them exactly in length [מצודת ציון, רד״ק, מלבי״ם, ביאור שטיינזלץ].

The exact use of this city property is understood in two main ways. Some explain that it functions as ordinary, non-sacred land meant for residential development, providing space to build homes for the city's inhabitants [רש״י]. Others view it as having an agricultural purpose, suggesting it is farmland dedicated to growing crops to ensure a steady food supply for those living in the city [מצודת דוד].

Unlike the first two strips of land, which are strictly reserved for those who serve in the Temple, this final section is granted to the rest of the nation—those who are neither priests nor Levites [רש״י, ביאור שטיינזלץ]. It is designated for the entire house of Israel, meaning that the city's property belongs equally to all the tribes. Consequently, every Israelite holds a personal share and inheritance within Jerusalem [מצודת דוד, רד״ק, מלבי״ם].
