אָיֹ֥ם וְנוֹרָ֖א ה֑וּא מִמֶּ֕נּוּ מִשְׁפָּט֥וֹ וּשְׂאֵת֖וֹ יֵצֵֽא׃

A conquering empire with absolute, cruel, and independent power casts a shadow of deep, inescapable terror over everything in its path [רד״ק, מצודת ציון]. This dread operates on two distinct levels. First, there is an overwhelming fear that stems simply from the massive size and raw strength of the conqueror. Second, there is a practical, paralyzing fear of the actual destruction and harm the empire has already inflicted and is capable of causing [מלבי״ם]. It is a force defined entirely by its total dominance and self-elevation [אבן עזרא, מצודת ציון].

This empire operates with complete autonomy, a reality understood in two complementary ways. Militarily, the conqueror stands entirely alone. It does not rely on alliances or the assistance of other nations to rise to power or to punish its enemies; it draws all its strength and dominance exclusively from within [רד״ק, מצודת דוד, מלבי״ם]. Politically and legally, it acts as a pure tyranny. The nation refuses to be bound by international laws or the accepted rules of warfare. Instead, it dictates its own laws and elevates itself without any regard for the judgment of others [מלבי״ם, ביאור שטיינזלץ]. From within this empire emerge kings and judges who impose their absolute authority and terror upon the rest of the world [רש״י].

On a deeper level of interpretation, this description of a terrifying world power points back to the era of the Egyptian enslavement. The terrifying ruler is Pharaoh, who held the world in a grip of fear. Yet, there is a profound irony in the idea that the empire's judgment and elevation proceed from within itself. The very downfall of Pharaoh was cultivated inside his own walls. Moses, the leader who ultimately brought the plagues and executed judgment upon Egypt, emerged and grew to greatness directly inside Pharaoh's own palace [חומת אנך].
