The sudden emergence of the Chaldeans onto the stage of history is not a natural or random event. It is a deliberate shift, granting massive power to a cruel and unstoppable nation embarking on a global campaign of conquest. The primary approach among commentators is that the prophet speaks in the name of God, declaring that it is He who awakens and elevates the Babylonian nation from a lowly state to a position of supreme rule [רד״ק, מצודת דוד, מצודת ציון, מלבי״ם, ביאור שטיינזלץ]. Conversely, another view suggests the prophet is speaking for himself; because he is the one predicting their future greatness, he describes their rise as if he is bringing it about through his prophecy [אברבנאל].

This rising empire is defined by two terrifying traits. First, they are a deeply bitter and cruel people, operating entirely without mercy. They do not take control of other nations through appeasement or gentle diplomacy. Instead, they rely solely on brute force and harsh, bitter actions [מצודת ציון, מלבי״ם, אברבנאל]. Second, they are dangerously impulsive. While some view their nature as simply being quick and hasty [מצודת ציון, ביאור שטיינזלץ], the primary approach among commentators is that they act completely without reason. They are driven by raw impulse, functioning without careful counsel, wisdom, or organized thought [מצודת דוד, אבן עזרא, רד״ק, מלבי״ם, אברבנאל].

Fueled by this malice, the Chaldeans march across the vast expanses of the earth. They conduct long distance military campaigns that reach across the globe [מצודת דוד, אברבנאל]. Their expansion even breaks the usual patterns of conquest, as they push into regions with environments and climates completely different from their own [מלבי״ם]. Their ultimate goal is to seize human settlements and the lands of other kings [מצודת ציון, אברבנאל]. They ruthlessly conquer territories to which they have absolutely no claim of inheritance, ancestral right, or legal justification [מצודת דוד, מלבי״ם].
