During a time of peace in the Kingdom of Judah, King Jehoshaphat continued the mission of his father, Asa, working to strengthen and uplift the people both materially and spiritually [ביאור שטיינזלץ]. As part of this national organization, the military forces were carefully divided. A central core of men was assigned to remain constantly with the king in Jerusalem, serving him directly [מצודת דוד]. This dedicated royal force operated independently from the broader army, acting in addition to the rest of the soldiers and forces strategically stationed in fortified cities throughout Judah [ביאור שטיינזלץ].
