וּבִשְׁנַ֨ת שָׁל֜וֹשׁ לְמׇלְכ֗וֹ שָׁלַ֤ח לְשָׂרָיו֙ לְבֶן־חַ֙יִל֙ וּלְעֹבַדְיָ֣ה וְלִזְכַרְיָ֔ה וְלִנְתַנְאֵ֖ל וּלְמִיכָיָ֑הוּ לְלַמֵּ֖ד בְּעָרֵ֥י יְהוּדָֽה׃

In the third year of his reign, King Jehoshaphat launched a massive educational campaign designed to spread spiritual knowledge throughout his kingdom. Rather than relying solely on religious figures, he mobilized the highest ranks of his government to ensure the success of this mission.

The king directly dispatched his leading officials to travel across the land [מצודת דוד, ביאור שטיינזלץ]. The group of men selected for this task included a senior official named Ben-hail. Although his name might sound like a general military rank or a title for a brave warrior, it was indeed his actual proper name, standing at the head of a specific list of chosen individuals [רש״י].

The goal of their journey was to educate the people across all the cities of Judah. The curriculum they brought was not a set of civil laws or basic moral logic. Instead, their mission was to spread the teachings of God to the entire nation, reaching every citizen from the youngest to the oldest in every single town [רש״י, מלבי״ם].

Interestingly, the actual instruction was not done by the government officials themselves. The hands-on teaching remained the traditional duty of the priests and Levites who traveled alongside them. The specific role of the royal officers was to lend the weight of the crown to the effort. They used their political authority to encourage and compel the public to gather and learn from the spiritual teachers [מצודת דוד]. By combining the power of the state with the wisdom of the religious leaders, the king transformed the study of God's teachings into a formal, public enterprise supported directly by the monarchy [ביאור שטיינזלץ].
