King Jehoshaphat took decisive steps to establish his security and administrative control throughout his kingdom. His strategy focused on protecting both the internal regions and the newly acquired territories. To achieve this, he implemented two distinct types of deployment across the land [מלבי״ם].

In the fortified cities of Judah, he stationed actual military forces. These troops were specifically assigned to guard and strengthen the defenses of these strongholds. However, in the rest of Judah and in the cities of Ephraim, he took a different approach by placing regional officers. Commentators offer different perspectives on the exact role of these individuals, viewing them either as appointed administrative officials [מצודת ציון] or as ministers and commanders overseeing guard units [רלב״ג, ביאור שטיינזלץ].

The cities of Ephraim were specific border settlements [ביאור שטיינזלץ] that his father, Asa, had previously captured from Baasha, the king of Israel, prior to the rebuke delivered by Hanani the Seer. Placing leaders in these conquered cities served a dual purpose. It provided essential military security to protect the borders, while also establishing civil leadership to govern the people living in those areas [רלב״ג].
