II Kings 12:9Sefaria

A major shift in the financial management of the House of God takes place as a new system is established for its upkeep. A mutual understanding reshapes the flow of funds, fundamentally changing the roles of those who serve there. The priests willingly consent to step away from their previous financial involvement [מצודת ציון, שטיינזלץ, מצודת דוד]. This agreement involves two connected steps: the priests will no longer collect money directly from the people or their personal acquaintances, and in return, they are entirely relieved of the practical responsibility to oversee the physical repairs of the building [רלב״ג, אברבנאל].

The commentators explore the underlying motivations for this willing surrender of control. The primary approach among commentators is that the priests did not want to bear the heavy burden of managing the renovation, nor did they want to risk having to fund the repairs out of their own pockets. By stepping away from the collection process, they conveniently freed themselves from the demanding task of structural maintenance [רלב״ג, אברבנאל, מצודת דוד]. At the same time, another perspective highlights a deep concern for personal integrity and public reputation. In this view, the priests preferred to avoid handling the funds altogether to distance themselves from any possible suspicion of financial mismanagement or broken trust [רד״ק].

Following this agreement, the entire collection method is overhauled. Instead of passing through the hands of the priests, the donations are directed straight to the Temple treasury [שטיינזלץ]. To ensure total transparency and remove any lingering doubts, a special chest with a hole bored into it is placed at the entrance. The people drop their contributions directly into this secure box. The funds can only be accessed under the strict, organized supervision of the king's scribe and the High Priest, who then deliver the money directly to the skilled artisans and laborers hired for the work [רד״ק, אברבנאל].
