The process of repairing and fortifying the Temple required precise financial management and a clear chain of command. The funds donated by the public were subjected to strict oversight. Once the money was removed from the collection chest, it was carefully counted and weighed before being handed over to specially appointed officials who were delegated with clear authority [רד״ק].

Rather than distributing the funds directly to the common laborers, the treasurers entrusted the money to the chief architects and master artisans managing the project. These overseers supervised the Temple's maintenance and provided direction to the rest of the workforce [רש״י, מצודת דוד, ביאור שטיינזלץ]. The treasurers paid the wages of the various craftsmen through these managers [רש״י, מצודת דוד]. The workforce was divided into specialized groups: woodworkers who cut and shaped the timber, and builders—including stonecutters and laborers—who assembled the wood and stone to construct the walls of the Temple, the main sanctuary, and the inner sanctum [רלב״ג, רד״ק, מצודת דוד].

Beyond the practical administration of funds, a profound decision was made regarding the project's priorities. The collected money was dedicated entirely to repairing the physical structure of the building, rather than creating expensive silver and gold service vessels [צאינה וראינה]. This strict focus on the building itself stemmed from a prophetic vision experienced by the priest, who foresaw the future destruction of the Temple and the eventual exile of the people. Understanding that invading enemies would easily loot any portable vessels, the leadership chose to invest all the contributions into elements permanently attached to the ground and the walls. In the event of destruction, these structural foundations would simply sink into the earth, safe from being taken as plunder [אהבת יהונתן].
