וַיְהִ֗י בִּשְׁנַ֨ת עֶשְׂרִ֧ים וְשָׁלֹ֛שׁ שָׁנָ֖ה לַמֶּ֣לֶךְ יְהוֹאָ֑שׁ לֹא־חִזְּק֥וּ הַכֹּהֲנִ֖ים אֶת־בֶּ֥דֶק הַבָּֽיִת׃

Twenty-three years after King Joash ascended to the throne, the physical state of the Temple remained severely neglected despite earlier arrangements to repair it. The structural damage consisted of broken and unstable areas that required constant inspection and dedicated attention [מצודת ציון]. The prolonged delay in restoring the building stemmed from a combination of organizational failures and a deep crisis of public trust. On a practical level, there was no uniform, organized system for collecting funds, and without proper supervision, the necessary renovations simply never took place [ביאור שטיינזלץ].

At the same time, the people hesitated and lacked the motivation to donate. A widespread feeling had taken hold among the public that the priests were keeping the donated money for their own personal benefit rather than dedicating it to the needs of the Temple [אהבת יהונתן]. This reality created significant tension between the king and the priests. Observing that many years had passed with the priests continuing to receive dedicated funds while the building sat in disrepair, King Joash suspected them of pocketing the money. However, the priests may have had entirely different intentions. Rather than taking the funds for themselves, they might have been avoiding minor, partial repairs, choosing instead to hold onto the money until a large enough sum accumulated to fund a comprehensive and proper renovation of the entire structure [אברבנאל].

Adding to the complexity of the situation was the king's goal to retroactively collect the half-shekel taxes dating back to the reign of Athaliah. During her rule, funds intended for the Temple were diverted to the worship of Baal. Therefore, from the king's perspective, those past financial obligations were considered completely unpaid and still needed to be fulfilled [מלבי״ם]. Faced with this ongoing stagnation and mutual suspicion, the king realized that the entire collection system needed a fundamental change. He demanded that the funds no longer be handed over directly to the priests, but instead be routed directly toward the physical reinforcement of the building.
