II Kings 3:20Sefaria

Elisha's prophecy comes to full fruition as water miraculously appears to save the thirsty armies of the allied kings. Remarkably, this life-saving water arrives without a single drop of rain falling over their camp.

The exact moment this miracle occurs is a subject of discussion. The primary approach among commentators is that the water arrived at one specific time: the exact hour of the daily morning offering [מצודת דוד, רד״ק, ביאור שטיינזלץ, אברבנאל]. The arrival was perfectly timed to coincide with this sacred moment [מנחת שי, רד״ק]. Alternatively, the timeline can be understood in two distinct stages. According to this view, the morning hours marked the beginning of heavy rainfall far away in the land of Edom. It was not until the time of the evening offering that the rushing waters finally reached the dry riverbed where the army was stationed [רש״י, מלבי״ם]. This perfectly explains how the promise of the prophet was kept. The soldiers saw neither wind nor rain because the actual storm took place at a great distance [רש״י]. A third perspective suggests that the water actually reached the camp the previous day, during the evening offering, while the ensuing morning simply marked the beginning of the battle against Moab [רלב״ג].

As for the origin of the water flowing from the direction of Edom, it was either the result of rain that fell in that region and naturally flowed down into the valley, or a distant river in Edom that God caused to burst its banks, sending a flood toward the camp [רד״ק]. Ultimately, the land was completely filled with water, proving the prophecy entirely true [אברבנאל]. With the riverbed full, the entire army had ample water to drink, fully preparing the kings to continue their military campaign [ביאור שטיינזלץ].
