I Chronicles 28:21Sefaria

וְהִנֵּ֗ה מַחְלְקוֹת֙ הַכֹּהֲנִ֣ים וְהַלְוִיִּ֔ם לְכׇל־עֲבוֹדַ֖ת בֵּ֣ית הָֽאֱלֹהִ֑ים וְעִמְּךָ֨ בְכׇל־מְלָאכָ֜ה לְכׇל־נָדִ֤יב בַּֽחׇכְמָה֙ לְכׇל־עֲבוֹדָ֔ה וְהַשָּׂרִ֥ים וְכׇל־הָעָ֖ם לְכׇל־דְּבָרֶֽיךָ׃ {ס}

As a father prepares to pass the torch to his son, David offers Solomon words of strength and encouragement ahead of the task of building the Temple. He makes it clear that all the necessary preparations are already complete. The human resources, the blueprints, and the physical means are fully arranged and await his command [רש״י, ביאור שטיינזלץ]. The core message is that there is absolutely no reason for delay; Solomon simply needs to begin the work immediately.

To ease any anxiety Solomon might have about the future, David assures him that the spiritual workforce is completely organized. The divisions of the Priests and Levites are already assigned to their specific roles for the future Temple service. This guarantee is specifically designed to remove any fear that, once the structure is built, there might be a lack of dedicated personnel to perform the holy duties [מלבי״ם].

Turning to the practical demands of the construction, David promises that Solomon is surrounded by expert artisans and craftsmen. The primary approach among commentators is that these are highly skilled individuals gifted with talent and practical wisdom. Much like the artisans who constructed the Tabernacle in the desert, these experts are driven by a willing heart, eager to volunteer their abilities and ensure every aspect of the building is executed perfectly [רד״ק, מצודת דוד, ביאור שטיינזלץ].

Finally, Solomon is assured of the complete backing of the nation and its leaders. The leaders—acting as foremen and officers in charge of the laborers [רש״י]—along with the rest of the people, stand ready to obey his every command. While this is largely understood as a guarantee of national discipline and smooth execution of the work, it also carries a practical benefit. The eager responsiveness of the leaders and the nation guarantees that Solomon will never run short of the physical materials and resources required to complete the building [מלבי״ם].
