אֵ֣לֶּה ׀ שָׂרֵ֣י הַנִּצָּבִ֗ים אֲשֶׁ֤ר עַל־הַמְּלָאכָה֙ לִשְׁלֹמֹ֔ה חֲמִשִּׁ֖ים וַחֲמֵ֣שׁ מֵא֑וֹת הָרֹדִ֣ים בָּעָ֔ם הָעֹשִׂ֖ים בַּמְּלָאכָֽה׃

King Solomon's massive building projects required a complex and strict management system to oversee tens of thousands of workers. At the very top of this chain of command stood the chief deputies. These were the highest ranking officials, appointed to manage other supervisors. They acted as the rulers and taskmasters whose job was to lead and direct the masses of laborers engaged in the construction [מצודת ציון, ביאור שטיינזלץ, רש״י, מצודת דוד].

The record states there were 550 of these senior supervisors. However, this number presents a mathematical puzzle, as it appears to contradict other historical records. In the Book of Chronicles, the number of top supervisors is listed as only 250. Furthermore, earlier records mention totals of 3,300 or 3,600 lower level managers.

The primary approach among commentators resolves this contradiction by looking at the demographics of the management team. According to this view, the 550 senior supervisors were actually made up of two distinct groups. One group consisted of 300 resident aliens, or Gibeonites, who managed the vast workforce of laborers and stonecutters. This group of 300 also accounts for the numerical gap between the 3,300 and 3,600 managers mentioned elsewhere. Above them, at the very top of the pyramid, sat 250 Israelite supervisors who directed both the alien managers and the Israelite workforce. The current account combines both groups to present the total of 550 senior officials, whereas the Book of Chronicles counts only the 250 Israelite supervisors [רש״י, רד״ק, מצודת דוד, אברבנאל].

Alternatively, it is suggested that all 550 supervisors were Israelites, but their roles were divided by location. In this scenario, 250 officials were assigned exclusively to oversee the construction of the Temple in Jerusalem, which is why the Book of Chronicles only mentions them. The remaining 300 supervisors were spread throughout the kingdom to manage Solomon's various other building projects [אברבנאל].

A different perspective explains the varying numbers through the lens of population censuses taken during the reigns of David and Solomon, alongside a precise hierarchy of officers in charge of tens, fifties, and hundreds. From this viewpoint, the 250 supervisors were appointed solely over the ten thousand Israelite laborers working in Lebanon. The other numbers recorded elsewhere refer to a completely separate and complex management system established specifically for the foreign workforce [מלבי״ם].
