וַיֹּ֕אמֶר מָ֚ה הֶעָרִ֣ים הָאֵ֔לֶּה אֲשֶׁר־נָתַ֥תָּה לִּ֖י אָחִ֑י וַיִּקְרָ֤א לָהֶם֙ אֶ֣רֶץ כָּב֔וּל עַ֖ד הַיּ֥וֹם הַזֶּֽה׃ {פ}

When Hiram inspects the cities granted to him by Solomon, his reaction reveals a deep disappointment regarding their agricultural quality and economic value. Addressing Solomon as a brother, he uses a term of genuine affection and friendship [מצודת ציון]. Yet, his subsequent questioning of the gift betrays open resentment. Hiram had expected to receive large, high-quality cities capable of generating significant tax revenue from their produce [ביאור שטיינזלץ]. Instead, he discovered that these locations were simply unable to supply the required amount of grain [מלבי״ם].

In his frustration, Hiram gives the region a derogatory nickname. Commentators offer different perspectives on the exact meaning of this title. The primary approach suggests the name is derived from the concept of chains or fetters. According to this view, the area was filled with thick clay and mud, causing the feet of travelers to sink and become trapped as if bound by iron chains, resulting in very poor agricultural yields [רש״י, מצודת דוד, מצודת ציון]. Others describe the area as a dry, sandy wasteland entirely incapable of growing fruit [רלב״ג, מלבי״ם]. A third perspective suggests the name simply implies a closed and locked land [ביאור שטיינזלץ].

Ultimately, Hiram's dissatisfaction leads him to return the cities to Solomon. However, to preserve their important alliance, Solomon rebuilt the towns and settled Israelites within them. These new residents were tasked with working the land and transferring the agricultural output directly to Hiram, successfully maintaining the economic bond between the leaders [מלבי״ם]. Even though the issue was resolved, the derogatory nickname Hiram coined for the region stuck, remaining in common use up until the time the biblical record was written [ביאור שטיינזלץ].
