It is an unbreakable bond that guarantees harsh servitude, forcing all the surrounding nations to serve Nebuchadnezzar [ביאור שטיינזלץ].

This absolute dominion is not limited to human societies; it extends deeply into the natural world. God grants the Babylonian king complete mastery over wild animals as a practical, physical display of the king's control over nature. This mastery was so complete that he is said to have actually ridden upon a lion and tied a crocodile to his head [רש״י].
