וַיִּקְשְׁר֤וּ כֻלָּם֙ יַחְדָּ֔ו לָב֖וֹא לְהִלָּחֵ֣ם בִּירוּשָׁלָ֑͏ִם וְלַעֲשׂ֥וֹת ל֖וֹ תּוֹעָֽה׃

The enemies of Judah formed a highly coordinated alliance, combining military threats with psychological tactics to disrupt the rebuilding of Jerusalem. Their gathering was a shared pact [מצודת ציון, שטיינזלץ] that carried the clear undertones of an organized rebellion [רס״ג]. The malicious intent of this coalition was directed either at the general population living in the city or specifically at their leader, Nehemiah [אבן עזרא, שטיינזלץ].

The exact nature of the harm they planned takes several forms. Some commentators suggest the threat was physical, with the enemies intending to directly destroy the newly constructed city walls [רש״י], or simply to inflict general harm [שטיינזלץ]. Others focus on a strategy of mental sabotage. Rather than just breaking stones, the goal was to induce severe anxiety and mental confusion among the Israelites. Under this intense pressure, the people would be reduced to a state of panic, acting like a lost person or a wandering sheep with no idea how to defend themselves or what steps to take next [אבן עזרא, מצודת דוד, מצודת ציון].

A third approach views their plot as a calculated military deception [רס״ג]. Because the Jewish population was large and enjoyed the official backing of the king, the enemies were afraid to launch an open, frontal assault. To bypass this, they planned to trick the residents of Jerusalem to catch them entirely off guard. This tactical illusion would allow the coalition to strike with a complete surprise attack when the people were completely unprepared and defenseless [רלב״ג, מלבי״ם].
