וָֽאַעֲמִ֞יד מִֽתַּחְתְּי֧וֹת לַמָּק֛וֹם מֵאַחֲרֵ֥י לַחוֹמָ֖ה (בצחחיים) [בַּצְּחִיחִ֑ים] וָֽאַעֲמִ֤יד אֶת־הָעָם֙ לְמִשְׁפָּח֔וֹת עִם־חַרְבֹתֵיהֶ֛ם רׇמְחֵיהֶ֖ם וְקַשְּׁתֹתֵיהֶֽם׃

Protecting the builders of Jerusalem's walls required calculated and tactical military preparation against looming enemy threats. Nehemiah organized a well-planned defense, utilizing both the natural terrain and a highly structured division of troops. Based on gathered intelligence, Nehemiah knew exactly where the enemy would strike and concentrated his forces in those specific areas [מלבי״ם]. These troops were stationed in low, hidden depressions in the ground, situated below the construction zones and behind the outer face of the wall, where they could lie in wait for the attackers [מצודת דוד, שטיינזלץ].

There are different views regarding the exact nature of the rocky terrain where the guards were placed. Some commentators suggest these were concealed spots tucked between or beneath the rocks, providing natural cover [שטיינזלץ, מלבי״ם]. Others, however, argue that the guards were positioned on dry, elevated peaks of exposed rock [אבן עזרא, מצודת דוד, מצודת ציון].

The narrative repeats the action of stationing the guards. This repetition is viewed by some simply as a classic biblical style meant to add emphasis or provide narrative continuity [רש״י]. Another perspective suggests the second mention elaborates on how the deployment was structured, noting that the guards were specifically arranged by family units to protect the builders [מצודת דוד]. A more tactical interpretation proposes that the repetition actually describes two distinct military forces operating simultaneously. The first was a hidden ambush unit concealed within the rocks behind the wall, ready to surprise the attackers. The second was a visible force standing openly opposite the enemy, organized into distinct camps [מלבי״ם].

Organizing the defenders by families was a deliberate strategy to group the nation's fighters into tight-knit, cohesive units [רש״י, מלבי״ם]. To ensure they were fully prepared to repel any assault, these groups were heavily armed with an array of weapons, including swords, bows, and spears [מצודת ציון].
